Ana Cavalcante is the Head of International Affairs Office at the Brazilian National Civil Aviation Agency – ANAC. Today he serves as CEO of the company, being ahead of projects already established in the national VANTs market, such as the Nauru 500C, the first hybrid VTOL in the Brazilian market and the Arator 5B first equipment for flights above 400 feet authorized by ANAC; besides the already established Echar 20D and other projects that transformed XMobots into the main Brazilian company specialized in RPAs for mapping.

As head of Technologic and Innovation, Mr. Sanches was an active member of several governmental working groups and committees in order to improve interoperability and government integration data for over 15 years. Director of ANAC for a five-year term since 19th March of 2016. Graduated in Law at Catholic University of Bahia (1992-1996), has a degree in Criminal Sciences from Jorge Amado University (2003-2005) and in Public Security Management from the National Police Academy (2009). Chief Officer of the Brazilian Federal Police Department since 1999, Mr. Botelho has also a degree from the FBI National Academy (Certificate of Achievement Criminal Justice Education – University of Virginia). Mr. Botelho concluded courses the National Executive Institute NEI/FBI, including modules at the John F Kennedy Government School at Harvard University. He acted as Minister’s Assistant at the Bureau of Presidential Institutional Security, having received an honorable mention after leaving the position. Mr. Botelho was Chief and Coordinator of the Bureau of International Criminal Police, where he coordinated activities with the International Criminal Police Organization (Interpol) in Brazil. Moreover, he was in charge of negotiating international agreements and legal cooperation projects with the Police Departments from other countries. He has coordinated the Brazilian Federal Police attaché around the world. He has also acted as Secretary of National Security for Big Events at the Ministry of Justice from 2011 to 2012. In this position, he was responsible for conceiving the Security Plan for Big Events and its corresponding budget plan for the World Cup 2014 and the Olympic Games 2016. Afterwards, Mr. Botelho acted as Alternate Representative at the Brazilian Diplomatic Delegation at the Counsel of ICAO (2012–2015). During this tenure, he has directly participated at the draft of Tokyo Convention Protocol, being particularly relevant in the discussions related to the In Flight Security Officer (IFSO). He took part in the works for making Brazil part of the ICAO Public Key Directory and the Advanced Passenger Information. Additionally, he has worked in the drafting of rules against unlawful interference (AVSEC) on civil aviation. Mr. Botelho has received an honorable mention of the Japanese Government and was recognized as an “outstanding partnership” by DEA and NCIS. Mr. Botelho was laureled with medals of “Navy’s Friend” and “Almirante Tamandare”.

The executive began his professional career in 1989 and has been working at GOL since 2006. Founding partner of Bernardi & Schnapp Advogados, Ricardo Bernardi has extensive experience in aviation law. His practice covers the whole range of air law, including litigation associated with aircraft accidents, passenger claims, cargo claims, commercial litigation, regulatory air law and competition law issues. Owing to his experience, Ricardo was appointed as a member of the commission created by the Brazilian Federal Senate to draft a proposed bill to become the new Aeronautical Code.
Ricardo Bernardi contributed a chapter titled “Regulation of Aviation: Regular Air Transportation” in the book Regulation of the Economy in Brazil, from 2003, and the chapter “Infrastructure in Environmental Law – Airports” for the book Infrastructure in the context of Environmental Law, published in 2016. He also contributed the Brazil chapter to The Aviation Law Review, published by Law Business Research, London, in 2013. He has written articles and delivered lectures on aviation law at several institutions and universities, including the Catholic University of São Paulo (PUC), the São Paulo Association of Attorneys (AASP), the International Air Transport Association (IATA), the Latin American and Caribbean Air Transport Association (ALTA), the American Bar Association (ABA), and the Brazilian Association of Aerial and Space Law (SBDA). He is also a consultant to the SBDA, Brazil’s oldest institution dedicated to the study of aeronautic law (founded in 1942).

Ricardo Pinto is a Chemical Engineer, graduated at Rio de Janeiro Federal University (UFRJ), and has a DSc degree from the same University. He joined Petrobras in 1985 and worked for 20 years in Petrobras Research Center (CENPES) developing petrochemical and refining processes and products. He has been working with biofuels production and quality since 2001.

He holds degrees in Electronic and Telecommunications Engineering from Pontifical Catholic University de Minas Gerais and post-graduation in Civil Aviation Management by University of Brasilia. Before join ANAC, he worked for ten years with avionics, maintenance and supplemental type certification.
He has been directly involved in topics such the regulation of remotely pilot aircraft systems, design organization approval, amateur building aircraft, safety management system. The Brazilian aircraft registry, international agreements on airworthiness, aircraft certification and maintenance, are also under his responsibilities.

Ronei Glanzmann is economist of the Central Bank of Brazil, post-graduated on welfare economics and MBA on capital market. Between 2006 and 2011 he worked at the Brazilian National Civil Aviation Agency (ANAC) heading the Statistics and Market Monitoring Department and represented Brazil at the ICAO’s Statistics Panel. Since 2011 at the National Civil Aviation Secretariat (SAC), he headed the Department of Grants and Real Estate (2011/2017), and the Department of Regulatory Policies (2017/2019), leading the airports concession program, and currently he is heading the the Secretariat, at the Ministry of Infrastructure. Between 2012 and 2016. Mr. Glanzmann was the Vice-President of the Board of the Brasilia Airport Concessionaire and was a member of the Senate Commission responsible for the reviewing the Civil Aviation Brazilian Law.
