Since October 2017 Andreea Pal is the CEO of Fraport Brasil in charge of the airports Fortaleza and Porto Alegre. She has been since 2010 the Deputy General Director in charge of finance and IT of Northern Capital Gateway, the company operating Pulkovo Airport in St. Petersburg, Russia. As Managing Director of Dorsch Gruppe she was before responsible for the divisions Water and Environment, Transport and Infrastructure, Airports, Structural Engineering and Industrial Plants of the Dorsch Gruppe, one of the largest German independent engineering consultant Ms. Pal has acquired extensive experience in the infrastructure development as the Senior Vice President of Global Investments and Management division of Fraport AG between 2001 and 2009. She was in the executive board of several airports in Europe, Asia and South America.
Prior to this Andreea Pal was Vice-president of the Multi-Utility Centre RWE AG in Essen, Chief Technology Officer of TESSAG in Frankfurt and Head of Lahmeyer Energy Solutions in Frankfurt and in charge of investments in power infrastructure in Germany and Europe. Andrea Pal holds a Master of Science degree in energy engineering.

Cesar K. Santaella is currently CEO of Ortobras, company that he joined in 2015 as Consultant.

He holds a degree in Infrastructure Engineering from the Technological Institute of Aeronautics (1977), a Master’s degree in Engineering from the University of São Paulo (1981) and a PhD in Aeronautical and Mechanical Engineering from the Technological Institute of Aeronautics (1987). Master’s degree at ESPM in Marketing (1997). He held a postdoctoral degree at the ENAC, in Toulouse, with the support of FAPESP, on the theme: traffic management (1991). At ESG he completed the course on Higher Studies in Politics and Strategy (1993). He is currently Full Professor and participates as an external member of course evaluations by INEP. He has experience in Transport Engineering, with emphasis on Airport Planning and Design. He advised DAC, Embraer, Daesp, Infraero, McKinsey and Petrobrás, among others.

Gustavo do Canto Lopes is a Partner at Roland Berger’s São Paulo office. He is responsible for the infrastructure practice, having been responsible for numerous projects covering several modes of transportation, including airports; suburban, regional, intercity and cargo trains; waterway; road; buses and subways across LATAM and Europe. His international experience ranges from LATAM, United States and Europe (mostly Portugal, Spain, France, UK, Germany and Luxembourg). In Brazil, he advised government entities, private and public operators as well as national and international investors in topics ranging from strategic and business planning, performance improvement, M&A (buy and sell side), bid advisory in several concession round auctions, among others. He was Director of Investments for LATAM and Country Manager for Rioforte, a large Portuguese family office with investments in Energy, Oil & Gas, Agribusiness, Real Estate, Logistics and Tourism. During this time, he also served as a chairman, board member and executive of several Brazilian and Paraguayan mid-sized companies. He holds an Economics degree from Nova School of Economics and an MBA from Stanford University.

Director of ANAC for a five-year term since 19th March of 2016. Graduated in Law at Catholic University of Bahia (1992-1996), has a degree in Criminal Sciences from Jorge Amado University (2003-2005) and in Public Security Management from the National Police Academy (2009). Chief Officer of the Brazilian Federal Police Department since 1999, Mr. Botelho has also a degree from the FBI National Academy (Certificate of Achievement Criminal Justice Education – University of Virginia). Mr. Botelho concluded courses the National Executive Institute NEI/FBI, including modules at the John F Kennedy Government School at Harvard University. He acted as Minister’s Assistant at the Bureau of Presidential Institutional Security, having received an honorable mention after leaving the position. Mr. Botelho was Chief and Coordinator of the Bureau of International Criminal Police, where he coordinated activities with the International Criminal Police Organization (Interpol) in Brazil. Moreover, he was in charge of negotiating international agreements and legal cooperation projects with the Police Departments from other countries. He has coordinated the Brazilian Federal Police attaché around the world. He has also acted as Secretary of National Security for Big Events at the Ministry of Justice from 2011 to 2012. In this position, he was responsible for conceiving the Security Plan for Big Events and its corresponding budget plan for the World Cup 2014 and the Olympic Games 2016. Afterwards, Mr. Botelho acted as Alternate Representative at the Brazilian Diplomatic Delegation at the Counsel of ICAO (2012–2015). During this tenure, he has directly participated at the draft of Tokyo Convention Protocol, being particularly relevant in the discussions related to the In Flight Security Officer (IFSO). He took part in the works for making Brazil part of the ICAO Public Key Directory and the Advanced Passenger Information. Additionally, he has worked in the drafting of rules against unlawful interference (AVSEC) on civil aviation. Mr. Botelho has received an honorable mention of the Japanese Government and was recognized as an “outstanding partnership” by DEA and NCIS. Mr. Botelho was laureled with medals of “Navy’s Friend” and “Almirante Tamandare”.

Secretary Pedro Bruno Barros de Souza heads the Secretariat for the Coordination of Energy and Airports, within the structure of the Special Secretariat for the Investments Partnerships Program (SPPI). Before joining SPPI, he was with the Brazilian Development Bank (BNDES), having worked in the advisory staff for the President, as well as coordinator of the bank’s Project Office. He has previously worked at Petrobras, the Secretariat of Planning and Management in the State of Minas Gerais and in a private consulting firm focused on management. He holds a master’s degree in Business Administration from the Pontifical Catholic University of Rio de Janeiro (PUC-Rio) and in International Management from Université Pierre Mendès, in France. He also holds a bachelor’s degree in Public Administration from João Pinheiro Foundation (FJPMG).

Pedro Rodrigo Scorza is line captain and senior technical advisor for renewable fuels at GOL Airlines, also acts as Director of Renewables for Aviation at Ubrabio (União Brasileira de Biodiesel e Bioquerosene), member of IATA Environment Committee (EnCom) and of Brazilian Climate Change Forum (FMBC).
The executive began his professional career in 1989 and has been working at GOL since 2006. Ronei Glanzmann is economist of the Central Bank of Brazil, post-graduated on welfare economics and MBA on capital market. Between 2006 and 2011 he worked at the Brazilian National Civil Aviation Agency (ANAC) heading the Statistics and Market Monitoring Department and represented Brazil at the ICAO’s Statistics Panel. Since 2011 at the National Civil Aviation Secretariat (SAC), he headed the Department of Grants and Real Estate (2011/2017), and the Department of Regulatory Policies (2017/2019), leading the airports concession program, and currently he is heading the the Secretariat, at the Ministry of Infrastructure. Between 2012 and 2016. Mr. Glanzmann was the Vice-President of the Board of the Brasilia Airport Concessionaire and was a member of the Senate Commission responsible for the reviewing the Civil Aviation Brazilian Law.
